WHEREAS, the Legislature of eighteen hundred and
sixty-eight, Chapter four hundred and twenty-
five, did pass an Act for the liquidation and
settlement of claims heretofore contracted for
arming, equipping and uniforming the "Militia"
which claims were made by the Adjutant Gen-
eral, by order of the Governor of the State, and
for which certificates of indebtedness of the State
of Maryland were given by the Governor to the
contracting parties with the specifications, that
they, the said certificates were to bear interest
until paid ; and tvhereas, in the auditing of the
said accounts, the Comptroller declined paying
the said interest accounts, because the said ac-
counts were not specified in said Act of eighteen
hundred and sixty-eight, Chapter four hundred
and twenty-five, therefore

Be it resolved by the General Assembly of Mary-
land, That the Comptroller be, and he is hereby
requested and directed to examine said accounts,
and when found correct, to pay the same out of
any unexpended balance of the appropriation
created for the liquidation of said claims by Chap-
ter four hundred and twenty-five of eighteen hun-
dred and sixty-eight.

Governor to
institute pro-
ceedings.

Be it resolved by the General Assembly of Mary-
land, That the Governor is hereby authorized to
employ additional counsel to assist the Attorney
General in instituting all proper proceedings by
suit at law, or by bill in equity, to enforce the just
demands of the State of Maryland against the Bal-
timore and Ohio Railroad Company, and that the
same should be instituted without delay.
