MONDAY, February 14, 1870.

The House met and was opened with prayer by the Rev.
Father Duffy.

Present at the call of the roll the following members :

Messrs. Latrobe, (Speaker,) Loker, Martin, Beck,
Wilmer, Kilbourn, Baldwin, of Anne Arundel, Wells,
Owings, Mitchell, Chapman, Carroll, Shipley, Gatch, Choate,
Turner, Hammond, Hardcastle,'of Talbot, Bratfan, Lankford,
Harrington, Woolford, Meekins, Owens, Richards, Biddle,
Marbury, Wootton, Duvall, Thomas, of Queen Anne's, Den-
nis, Furnell, Thomas, of Frederick, Bowlus, McCreery,
Ritter, White, Harris, Baldwin, of Harford, Streett, Hop-
kins, Hardcastle, of Caroline, Garey, Banner, Hamilton,
Cooper, Morse, Blake, Webb, Wilson, of Baltimore city,
Wiley, McLane, Colton, Kiik, Collins, Ehlen, Gardner,
Markland, Marshall, Hoblitzell, Neill, Sword, Seibert,
Veitch, Watkins, Kean, Standish, Myers, Percy, Jordan,
Crouse, Merrick, Gorman, Gordy—62.

The Speaker laid before the House an invitation to the
members of the House to attend the Fair now being held in
this city for enclosing and improving the city Cemetery,

Which was read.

Mr. Woolford presented the following petitions :

The petition of B. L. Smith, L. T. Donnoch, and 55 other
citizens of Dorchester county, against the passage of a law
authorizing scooping for oysters in said county.

Also,

The petition of Jas. Todd, Wm. Dayton, Samuel Jones,
Samuel W. Morse, and 71 other citizens of Dorchester
county, against the passage of a scoop law to take oysters in
said county.

Which were severally read and referred to the Dorchester
county delegation.

Mr. Neill presented the petition of Mayberry & Mobley,
and others, asking for an increase of the license on non-resi-
dent carriage manufacturers.

Which was read and referred to the Committee on Ways
and Means.

Mr. Mitchell presented the following petitions : .

The petition of John T. McLane, T. P. Gray, Cyrus
