of any application for the passage of such ordinance
once a week for four successive weeks, in one of the
newspapers published in said city; and before any
Commissioners appointed by any ordinance of said
corporation under this and the preceding section,
shall proceed to the performance of their duty,
they shall give notice in at least one of the news-
papers published in said city of the object of the
ordinance under which they propose to act, at least
two weeks before the time of their first meeting to
execute the same.

167. The Mayor, Aldermen and Common Coun-
cil of Frederick shall have power, at such time or
times as they may think proper, to appoint Com-
missioners or assessors to revise, amend, correct,
alter avid change the assessment of the property
of the citizens of said municipal corporations, and
to add to or reduce the valuation of the property,
real or personal, of said citizens, or any portion
thereof, thereupon the taxes hereinbefore author-
ized, shall be levied on such new, revised or changed
valuation; and be il further provided, that a right

169. They shall have power to provide for ap-
prehending all vagrants, and for committing them
to the jail of Frederick county for a term not ex-
ceeding thirty days, and they shall provide by or-
dinance for taking such vagrants from the jail from
day to day and compelling them to work at such
labor as shall be required by the Mayor, and it
shall be the duty of the sheriff to permit such
vagrants committed to the jail to be taken there-
from and returned thereto, during the time for
which they may be committed, as often as the
Mayor shall direct, and by such person as he shall
