Sec. 4. And be it enacted, That the male citizens
of said town of the age of twenty-one years and
upwards, having resided therein for the space of
six months next preceding the first Monday in
April next, may on that day, at the place where
elections are held in said town, and on the first
Monday in April in each and every year there-
after, he authorized to elect five (5) Commissioners
for said town, who shall have resided within the
limits of the same for at least one year next pre-
ceding the election.

Sec. 5. And be it enacted, That the judges of
election in Laurel election district are hereby em-
powered to act as judges of the first election for
said Commissioners, who shall keep the polls open
from two o'clock P. M. to six o'clock P. M., and
shall conduct the said election in the same manner
as an election for delegates to the General Assem-
bly, as far as may be consistent with the provi-
sions of this act, and the said judges shall make

return under their hands and seals of the persons
elected to the Clerk of the Circuit Court of Prince
George's County, and said Clerk shall issue a cer-
tificate of election to said Commissioners.

Sec. 6. And be it enacted, That all future elec-
tions shall be held and conducted as shall be from
time to time directed by the laws of the corpora-
tion, the same not being inconsistent with the pro-
visions of this act.

Sec. 7. And be it enacted, That the said Com-
missioners elected according to the provisions of
this act, shall, on the first meeting after said elec-
tion, choose one of their number President of the
Board, whose duty it shall be to preside at all
meetings of said Board of Commissioners, to pre-
serve order and give directions to the Clerk and
Bailiff, by the directions of the Commissioners or
a majority of them, and superintend such improve-
ments of the town as may be ordered by the Com-
missioners; and in absence of the President the
Commissioners may appoint some member of the
Board to fill the chair temporarily and perform all
other duties deemed necessary to carry into effect
the provisions of this act.

Sec. 8. And be it enacted, That the Commission-
ers aforesaid, or a majority of them, may meet
