Negotiate loan

shall have power to negotiate a loan upon its
bonds secured by mortgage, or deed of trust of any
portion, or all of its property, said bonds to bear

Sec. 7. And be it enacted, That the channel, or
canal made under the provisions of this Act shall
be and is hereby declared a public highway and as
such subject to the imposition of tolls and charges.

Sec. 8. And be it enacted, That in consideration
of the expenses incurred by said Company in con-
structing and keeping in repair the improvements
herein mentioned, and for carrying out the pro-
visions of this Act, the said channel, or canal

ages sustained therein, to be recovered, with costs

nel, wharves, vessels and improvements of said
