river, or its tributaries, for shad and herring, dur-
ing the season hereinbefore prescribed, with seines,

Sub-Sec. 2. All persons entitled under the laws
of this State to fish for shad and herring in the
Potomac river and its tributaries, shall first obtain
a license therefor, by application to the Clerk of
the Circuit Court for the county bordering on said
liver, opposite to, or in which he may desire to
fish, which license shall have effect for and during
the period hereinbefore fixed; and the Comptrol-
ler of the Treasury shall cause to be printed and
delivered to the several Clerks of the Circuit
Courts for the counties bordering on said river,
