Sec. 4. And be it enacted, That as soon as prac-
ticable after the passage of this Act, the persons

In effect.

Sec. 8. And be it enacted, That this Act shall
take effect from the date of its passage, and shall
continue in force until the first day of January,
nineteen hundred, and until the end of the next
session of the General Assembly, which shall take
place thereafter, and the General Assembly reserves

Incorporation at its pleasure.
