as soon thereafter as may be, lay out said County into convenient road districts, not to exceed thirty for the whole County, and shall appoint one Su- pervisor of Roads in each district, who shall be a resident of the road district for which he may be appointed, and who shall serve one year and until his successor shall he appointed.
