of taxes due and owing from each tax-payer under
said levy and assessment.

Bail iff to col-
lect taxes.

117. Immediately upon the receipt by him of
the book specified in the preceding section, the
Bailiff shall proceed to collect all taxes levied by
the said Commissioners, and shall pay over the
same, whenever required so to do by the said Com-
missioners, to the treasurer of said corporation;
and if any person shall neglect or refuse to pay
said taxes, or shall neglect or refuse to pay any
fines or forfeitures levied or imposed by the said

Commissioners, the Bailiff shall proceed to collect
said taxes, fines or forfeitures by distress or execu-
tion, as county taxes are collected; and in order
to enforce the payment of said taxes, fines or for-
feitures, the duties and powers imposed and con-
ferred on the collectors of county taxes by the
eighty-first Article of the Code of Public General
Laws of this State, and its several supplements
and amendments, are hereby imposed and conferred
on said Bailiff in as full and ample manner as if
the several provisions of the said eighty-first Ar-
ticle of the Code of Public General Laws and its
supplements and amendments relating to the col-
lection of county taxes, were herein expressly
enacted.

missioners.

118. The said Commissioners may pass such by-
laws and ordinance as they shall deem necessary,
for the good government of said village and the
inhabitants thereof; for the removal of nuisances;
to prevent swine and geese from going at large;
and for the opening, extension, repairing, improve-
ment and closing up of streets, lanes and alleys of
said village, and all damages done, suffered or in-
curred by the opening, closing, extension, or im-
proving said streets, lanes, or alleys, shall be

persons, residents of said village, to be appointed
by said Commissioners, who shall within twenty
days after notification of their appointment, take
an oath before a Justice of the Peace for Caroline
County, that they will faithfully, fairly and with-
