103. The said Commissioners shall, at their first meeting after their election, elect a President of their Board, and appoint a Clerk, a Bailiff, a Treasurer, and two Assessors of Taxes, whose duties and qualifications shall be as hereinafter prescribed.	President and other officers.
109. The President of said Board of Commis- sioners shall preside at all meetings of the Com- missioners, unless prevented by sickness or other reasonable cause, in which event the said Commis-	President to preside.

111. The Bailiff shall be appointed from among the citizens of said village qualified to vote for Commissioners; provided, however, that the said Commissioners may appoint the Constable of the election district in which said village is located, if he be a resident of said town or will reside therein after his appointment; before entering upon the duties of his office, he shall make oath, before a Justice of the Peace for Caroline County, that he will faithfully and impartially perform the duties imposed upon him by this article and the by-laws and ordinances of the said Commissioners; and	Bailiff and Constable.
