great danger of the health and lives of the people
of Baltimore, and it is expedient that legislation
shall be had lo remedy said evil; therefore,

Preamble.
|
SECTION 1. Be it enacted by the General Assembly
of Maryland, That hereafter no person or persons
shall conduct or open any retail drug and chemi-
cal store, as the proprietor or principal, or engage
in the business of dispensing medicines, com-
pounding physicians' prescriptions, or vending at
retail any drugs, chemicals, and other medicines,
without having first obtained a certificate of his
or their qualification and competency for such pur-
pose from the commissioners to be appointed under
the provisions of this Act.

Sec. 2. And be it enacted, That the Maryland
College of Pharmacy shall nominate bi-annually,
of the most skilled and competent pharmaceutists
of Baltimore, ten persons, out of whom the Gover-
nor shall appoint three commissioners, whose duty
it shall be to examine all and every person or per-
sons who shall desire to engage in the business of
retailing drugs and chemicals, and of dispensing
medicines and compounding physicians' prescrip-
tions in said city, touching his or their competency
and qualification, and upon said commissioners, or
any two of them, being satisfied of the compe-

tency and qualification of such person or persons,
as aforesaid, then the said commissioners, or any
two of them, shall grant to such person or per-
sons a certificate thereof, which shall entitle such
person or persons to carry on the business aforesaid.

Qualification.
|
Sec. 3. And be it enacted, That the commis-
sioners to be appointed under the provisions of this
Act shall be styled " The Commissioners of Phar-
macy and Practical Chemistry," and shall hold
their office for two years and thereafter, until their
successors shall be appointed and qualified, and
within thirty days after their appointment they
and such of them shall take and subscribe before
the Clerk of the Superior Court of Baltimore City,

duties prescribed by this Act, and in case of vacan-
cies occurring in said commission from death,
resignation, or otherwise, the Governor shall fill
said vacancies by appointment from among the ten
