134. And be it enacted, That the proprietors of
lots binding on and entitled to the privileges of the
waters in said village may, subject to the rules,
regulations and ordinances of said Commissioners,
Wharfage. wharf out, extend and improve the whole front of
their several lots, and for such distance as from
time to time they may think proper, and shall be
entitled exclusively to such emoluments arising
from wharfage thereof as may he fixed upon by said
Commissioners.

135. And lie it enacted, That the said President
and Commissioners shall have power to levy and
collect taxes in said village, not exceeding in any
one year thirty cents in the hundred dollars on the
assessable property of said town, and shall once in
every five years, or oftener if they think proper,
appoint an assessor, who shall, under oath, assess
Collect Taxes. and value the property in said town in the same
manner and with like authority as County Asses-
sors; provided, that in assessing any of the lands
within the limits of said town which may he occu-
pied and used as farms, such lands shall be valued
and assessed as lots of ten acres with the buildings
and improvements thereon, and not by the number
of acres therein.

136. If any owner of property assessed within
said Town shall feel aggrieved by the assessment
so made, he may appeal to the said President and
Aggrieved. Commissioners, who may make such deduction
from the valuation of his property as they may
deem reasonable and just.

137. The said President and Commissioners may
from time to time, under such condition as they
may, by their Ordinances direct, appoint such
officers as they may deem necessary to carry into
Town Bailiff, effect their Ordinances, among whom shall be a
Town Bailiff, who shall be, ex-officio, collector of
the town tax, and shall within said Town have all
the authority of a Constable.

138. The said Bailiff shall give bond to be ap-
proved by the County Commissioners, as other
Constables, for the faithful performance of his duty

and Commissioners for the faithful performance of
his duty as Town Bailiff, and as collector of the
