Mr. Mitchell, Chairman of the Committee on the Judi-
ciary, reported favorably a bill entitled an Act to authorize
John T. Waller, guardian, to settle his accounts as guardian
to Charles N. Waller, and to deliver over the estate to his
ward.

Which was read a first time.
Also,

The bill entitled an Act to authorize the Governor to ap-
point a Notary Public in the town of Princess Anne, in Som-
erset county.

Which was read a first time.

Mr. Biddle, Chairman of a Select Committee, reported the
bill entitled an Act to repeal chapter 295, Act of Assembly,
1868, entitled an Act to amend Article 4 of the Code of Pub-
lic Local Laws, title, "Guano," by adding thereto the fol-
lowing sections relating to the inspection of all fertilizers
other than Guano, and to substitute the following in lieu
thereof.

With proposed amendments.
Said bill being upon a second reading.
AMENDMENTS PROPOSED.

Amend section 412 by the addition of the following words,
to be added at its close:

And in case the purchase shall be made of an agent of
any person or persons residing outside of the State of Mary-
land, manufacturing, compounding, preparing or furnishing
for sale within the limits of said State, any such commercial
manure, the purchaser thereof shall have his option to pro-
ceed by attachment, as now provided by law in cases of non-
residents and absconding debtors, against any property
