The President announced a communication from his Ex-
cellency, Governor Bowie by the hands of B. C. Hollyday,
Esq., Secretary of State.

Mr. Wilson submitted the following message:

BY THE SENATE,

April 2,1870.
Gentlemen of the House of Delegates:

You will please return to the Senate the bill known as the
"School Law," for the purpose of making some further
amendments thereto.
By order,
AUGUSTUS GASSAWAY,
Secretary.

Which was read, assented to, and sent to the House of
Delegates.

The Senate bill entitled an Act to amend Article 75, sec-
tion 23, of the Code of Public General Laws of the State of
Maryland, relating to amendment of proceedings in actions at
law,

Being upon the third reading,
Two-thirds of all the Senators concurring.
Mr. Hyland submitted the following amendment :

Amend section 23, in line 10, by adding after the word
"otherwise," in said line, the following proviso: Provided,
That none of the provisions shall apply in any respect to any
case of attachment now pending in any of the Courts of this
State.

Which was adopted.

Said bill was then ordered to be engrossed for the third
reading.

The Senate bill entitled an Act to repeal sections 250 to
260, of Article 4, of the Code of Public Local Laws of Balti-
more city, sub-title "Foreign Passengers," and to re-enact the
following in lieu thereof.

Being on the third reading.
Mr. Clarke submitted the following amendment:

Strike out all, after the word "repealed" in the fourth line
of section l, and all the succeeding sections.

Mr. Carroll moved to strike out the enacting clause.
Which was rejected by yeas and nays, as follows:
