Act to provide a general system of Public Instruction, and
re-enact the same with amendments.

Said bill being upon the second reading.
Mr. Henkle submitted the following amendment:

Chapter 2, section 1, 5th line, strike out "three," and in-
sert: four.

Which was read and adopted.
Mr. Spates submitted the following amendment :

Strike out in line 2, section 2, chapter 2, the words "Judges
of the Circuit Court," and insert the words: Board of State
School Commissioners.

Which was read.

Mr. Grove submitted the following amendment to the
amendment:

Amend by striking out the words "Circuit Judges," and
inserting the words: the majority of the Judges of the Court
of Appeals.

Which was read and lost.

The question then recurred upon the amendment sub-
mitted by Mr. Spates,

On the question being put,

It was determined in the negative by yeas and nays, as
follows:
