Council of Baltimore city to issue its bonds to defray the expen-
ses of the building of a new City Hall.

Which was read the first time and referred to the Senators
from Baltimore city.

Mr. Spates, from the Committee on Finance, to whom the
leave was granted, reported a bill entitled an Act to establish
a separate and distinct department in relation to Insurance.

Which was read the first time and ordered to be printed.

Mr. Spates, from the Committee on Corporations, to whom
the leave was granted, reported a bill entitled an Act to au-
thorize the Powhatan Steam Boat Company of Baltimore to
issue bonds and to increase their capital stock.

Which was read the first time.
On motion by Mr. Biggs,

The House bill entitled an Act to authorize the Frederick
and Pennsylvania Line Railroad Company to build a rail-
road from Frederick to Washington,

Was read the third time and passed by yeas and nays, as
follows:
AFFIRMATIVE.

Messrs. President, Miller,
Biggs, Parker,
Brown, Sellman,
Carroll, Snyder,
Earle, Spates,
Fields, Stephenson,
Hyland, Timmons,
Malone, Welch—16.

NEGATIVE—None.

Said bill was then returned to the House of Delegates.

Mr. Miller, from the Committee on Judicial Proceedings, to
whom the leave was granted, reported a bill entitled an Act
to add additional sections to Article 30, of the Code of Pub-
lic General Laws, title "Crimes and Punishments," said
section to be entitled "Defaulters."

Which was read the first time.

Mr. Miller, from the Committee on Judicial Proceedings,
to whom was referred House bill entitled an Act to repeal
section 18, of Article 51, of the Code of Public General Laws
relating to the process issued by Justices of the Peace, and to
re-enact the same with amendments, reported it without
amendments.

Said bill was then read the second time.
