WEDNESDAY, February 23,1870.
The Senate met pursuant to adjournment.
Prayer by the Rev. Father Duffey.
Present at roll call the following Senators :

Messrs. President, Browne, Carroll, Denson, Earle, Fields,
Grove, Henkle, Henry, Hyland, Jump, Kimmel, Maddox,
Malone, Miller, Parker, Sellman, Snyder, Spates, Stephen-
son, Timmons, Welch, Wilson—23.

The Journal of yesterday was read and approved.

Mr. Spates presented, the memorial of sundry citizens of
this State stating that the provisions of the 1st and 2nd sec-
tions of Art. 98, of the Code of Public General Laws, are
now constantly violated by lawless persons who are destroy-
ing the wild fowl within the limits of this State, and praying
that proper police arrangements may be made to secure the
enforcement of the penal part of said law and severe punish-
ment of the same.

Which was read and referred to the Committee on the
Chesapeake Bay and its Tributaries.

The President laid before the Senate a communication
from D. J. Markey, President of the Board of Trustees of the
Frederick Female Seminary, asking for an appropriation.

Which was read and referred to the Committee on Educa-
tion.
Also,

The statement of the Clerk to the County Commissioners of
Cecil county, enclosing the amount of tax derived from mort-
gages assessed in said county for the year 1869.

Which was read and referred to the Committee on Fi-
nance.
On motion by Mr. Clarke,

Leave was granted to the Committee on Corporations to
introduce a bill entitled an Act to amend an Act entitled an
Act to incorporate the Columbia and Port Deposit Railroad
Company, incorporated at the January session of state.

On motion-by Mr. Henry,

Leave was granted to the Committee on Finance to intro-
duce a bill to provide for the payment to Charles E. Hay-
