Was read the third time and passed by yeas and nays, as
follows:
AFFIRMATIVE.

Messrs. President, Maddox,
Clarke, Miller,
Grove, Sellman,
Henkle, Spates,
Henry, Stephenson,
Hyland, Wilson—IS.
Kimmel,

NEGATIVE—None.

Said bill was then sent to the House of Delegates.

Mr. Grove asked the unanimous consent of the Senate to in-
troduce the following leave:

Leave to the Committee on Finance to introduce a bill to
consider section 57, Article 3, of the Constitution of the
State, with reference to the legal interest on money, and to
increase interest subject to contract or agreement between
parties in writing.

On the question being put,
It was determined in the negative.

Mr. Kimmel moved that the vote by which the leave was
lost be reconsidered.

On the question being put,
It was determined in the affirmative.
On motion by Mr. Clarke, it was

Ordered, That the President of the Senate be, and he is
hereby authorized, to appoint or designate some person to
act as Sergeant-at-Arms during the time the regularly
elected Sergeant-at-Arms is temporarily absent in discharging
the duties required of him by the Committees appointed by
this Senate.

The President appointed J. R. Walton.
On motion by Mr. Clarke,
The Senate adjourned.
