1870.] OF THE SENATE. 253Sec. 5. And be it enacted, That the sample or samples thus
selected shall be designated, or marked upon the jar, or other
vessel containing the same, by numbers only, and submitted
by the Inspector to a Chemist of known skill and experience,
who shall, without knowing the name or names of the owner,
agent or consignee, carefully analyze the same, and report
in writing to the Inspector the per cent., by weight, of all
the valuable fertilizing constituents contained therein, and
what proportion of said constituents are soluble, and what
proportion insoluble in cold water, together with any other
constituents, properties or circumstances which may affect
their value as fertilizers of the soil ; and the said Inspector
shall furnish a written copy of said analysis to the owner,
agent or consignee of the fertilizer thus analyzed, together
with the date of the analysis, and the quantity thus inspec-
ted, which said analysis, with the quantity and date thereof,
shall also be publicly advertised at least three times, in two
of the daily newspapers published in Baltimore city ; and the
said Inspector shall also mark each bag, barrel, box or pack-
age, containing the fertilizer so inspected, with the word "in-
spected," and his name, and the date of inspection. Sec. 6. And be it enacted, That the said Inspector shall
keep an. office in the City of Baltimore, and in it, a record of
all the inspections of fertilizers of all kinds made as directed
in this Act, which at all reasonable times shall be shown to
those who may wish to examine the same. Sec. 7. And be it enacted, That every person who shall
import or bring into the City of Baltimore, and sell or offer
to sell, or who shall manufacture and sell in said city, or
offer to sell therein, on and after the first day of April, eigh-
teen hundred and seventy, any artificially manufactured or
manipulated fertilizers, without first having the same in-
spected. according to the provisions of this Act, shall forfeit
and pay the sum of five dollars for each and every bag, box,
barrel or other package not thus inspected, or if sold in bulk,
and not contained in bags, boxes, barrels or other packages,
then such person shall forfeit and pay the sum of twenty
dollars for each ton of such fertilizer not so inspected, to be
recovered by indictment in the Criminal Court of Baltimore
city, one-half for the use of the informer, and the other half
for the use of the State. Sec. 8. And be it enacted, That on and after said first day
of April, eighteen hundred and seventy, no person shall sell
any artificially manufactured, or manipulated fertilizer in
said. City of Baltimore in bags, barrels, boxes or other
packages, unless the same be marked by the Inspector as
directed in this Act, nor shall any person forge or counter-
feit the mark of said Inspector, or put artificially manufac-
tured or manipulated fertilizers in any bags, barrels, boxes
