On motion by Mr. Malone,

Said bill was then referred to the Committee on Judicial
Proceedings,

Mr. Biggs, from the Select Committee, to whom was re-
ferred. House bill entitled an Act to authorize the Governor
to appoint an additional Justice of the Peace for district
No. 11, in Frederick county,

Reported it without amendments.
Said bill was then read the second time.

Mr. Biggs, from the Select Committee to whom was referred
House bill, entitled an Act to authorize the Trustees of Me-
chanicstown Academy in Frederick county, Maryland, or
their successors to sell and convey said Academy, and distri-
bute the proceeds of the sale thereof,

Reported it without amendment.
Said bill was then read the second time.

The Senate bill entitled an Act to appropriate a sum of
money to Wm. Frizzell,

Was read the second time, and ordered to be engrossed
for a third reading.

The House bill entitled an Act to repeal section 939, of
Article 4, of the Code of Public Local Laws, relating to Bal-
timore city, sub-title "Water" as enacted by chapter 467,
of the Acts passed at the General Assembly, January ses-
sion, 1868, and to re-enact the said section so as to read as
follows,

Was read the third time, and passed by yeas and nays, as,
follows:
AFFIRMATIVE.

Messrs. President, Malone,
Biggs, Miller,
Browne, Parker,
Clarke, Sellman,
Earle, Snyder,
Fields, Spates,
Grove, Timmons,
Hyland, Welch—16.

NEGATIVE—None.
Said bill was then returned to the House of Delegates.

The House bill entitled an Act to repeal sections 1 and 2,
of chapter 240, of the Act passed at the December session
of the General Assembly of 1861, in relation to polluting
the Water in Swan Lake, &c.
