TUESDAY, February 1, 1870.
The Senate met pursuant to adjournment.
Prayer by the Rev. Mr. Miller.
Present at roll call the following Senators :

Messrs. President, Biggs, Browne, Denson, Earle, Fields,
Henry, Hyland, Jump, Malone, Miller, Parker, Sellman,
Snyder, Spates, Stephenson, Welch—17.

Mr. Welch presented the petition of sundry citizens of
Kent county, praying a modification of the Oyster Law.

Which was read and referred to the Committee on Chesa-
peake Bay and its Tributaries.

Mr. Henry presented the petition of the Commissioners of
Dorchester county and 19 citizens of said county, praying
the passage of a law to provide for the more effective collec-
tion of State and county taxes in said county.

Which was read and referred to the Committee on Fi-
nance.

Mr. Miller presented the petition of sundry citizens of
Cecil county, remonstrating against the passage of a law
prohibiting the killing of Partridges in said county until
November, 1872.

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Miller presented the petition of George G. Gerry, ask-
ing a pension.

Which was read and referred to the Committee on Pen-
sions.

Mr. Jump presented the petition of Samuel S. Yeo, late-
collector of taxes for Talbot county, asking to be refunded
money overpaid into the State Treasury.

Which was read and referred to the Committee on Fi-
nance.

The President laid before the Senate the following com-
munication from the Comptroller
