The following communication was received from his Ex-
cellency, the Governor, per hands of R. C. Hollyday, Esq.,
Secretary of State :

ANNAPOLIS, January 20, 1870.
Gentlemen of the House of Delegates of Maryland:

I have signed and approved the following bill, received
from your Honorable Body this day, and transmitted the
same to the Clerk of the Court of Appeals, in accordance
with the provisions of section 17, Article 2, and section 30,
Article 3, of the Constitution :

An Act to authorize the Governor to appoint two addi-
tional Justices of the Peace for the 2d Election District of
Frederick county.

I herewith transmit to you the Report of the Principal of
the State Normal School, made to me in compliance with the
Act of 1868, chapter 407, section 13 of title 11, chapter 11.

By this Act I am not authorized to order the printing of
the School Report except in those years in which there is no
session of the Legislature. I would therefore respectfully
suggest to your Honorable Body that this Report be ordered
to be printed.
