of the Public General Laws, entitled "Penitentiary" and to
re-enact the same with amendments,

Endorsed, "Passed by yea's and bays."

Mr. Hoblitzell submitted the following order :

Ordered, That Grafton Duvall, the Journal Clerk, be al-
lowed his per diem for the time—not exceeding six days—he
may be engaged in correcting the Journal after the adjourn-
ment of the House.

Which was adopted.

On motion of Mr. Merrick,

The vote by which the Senate bill entitled an Act to pay

M. A. Newell the sum of six hundred and twenty dollars for
clerical assistance hired by him to aid in preparing two an-
nual reports upon the condition of the public schools of the
State was rejected for want of a constitutional majority, was.
reconsidered.

The question then recurring upon the passage of the bill,

It was rejected, for want of a constitutional majority, by
yeas and nays, as follows :
