Mr. Baldwin, of Anne Arundel, Chairman of a Select Com-
mittee, reported favorably,

The Senate bill entitled' an Act to provide an additional
Justice of the Peace for election district No. 1, for Calvert

county, without- amendment.

Which was read a second time.
Also,

The Senate bill entitled au Act to provide for levying a
tax upon the owners of dogs in Oilrert county, and to appro-
priate a portion thereof> as a compensation to any person
who may kill or destroy foxes in said county, without amend-
ment.

Which was read a second time.

Mr. Webb, Chairman of the Committee of Investigation
upon error in militia bill, submitted the following report:

To the Honorable Speaker of the House of Delegates:

The Committee appointed to investigate the facts as to the
alleged alteration in the militia bill, by the omission of an
important and qualifying word in the section appropriating
a sum of money, beg leave to state that they have diligently
inquired into the matter, and the Committee deem it best to
submit to the House the testimony that has been taken as the
best statement of all the facts that could be presented. But
they would beg leave to say that in their opinion no possible
blame for intentional error can be attached to the Clerk who
made the copy of the page on which the omission occurs.
They believe it to be only an oversight on his part, without
the slightest intention of wrong.

The Committee would recommend that hereafter all bills
after engrossment should be carefully examined and com-
pared with the original before their final passage or trans-
mission to the Senate.
