share of the revenues of said Company stipulated for in said
eighth section of the Act of 1832, and the Acts of Assembly
supplementary thereto; which, during all that time, it hath
collected and received on account of the State; and whereas,
the said Company hath impaired the resources and imperilled
the credit of the State by such unjust refusal at a time when
the finances of the State are greatly reduced, and the neces-
sary taxation upon the people is onerous, while the revenues
and profits of said Company are overflowingly large; a'nd
thereby hath deliberately and without right, broken its faith
with the State, and hath done other acts of misuser and abuse
of its franchises, powers and privileges. Therefore,
Be it Resolved by the General Assembly of Maryland, That
the Attorney General is hereby directed forthwith to insti-
tute proceedings by writ of scire facias in the name of the
State of Maryland against the Baltimore and Ohio Railroad
Company, to ascertain whether the charter and corporate
franchises and privileges of said Company ought not, by
reason of misuser and abuse of its franchises and privileges,
to be vacated and annulled.
Section 2. And be it further Resolved, That the Governor
is hereby authorized to employ counsel to aid the Attorney
General in prosecuting the said writ of scire facias.

REPORT.
GENERAL ASSEMBLY OF MARYLAND, SENATE,
Annapolis, Jan. 20, 1870.
To the Senate and House of Delegates:
Gentlemen : We, the undersigned, Chairmen of the Joint
Committee on Printing, are instructed by the Committee to
report the accompanying proposition to do the public print-
ing for the session of 1870, and to report to. the General As-
sembly that in the judgment of your Committee, sustained
by the opinions of trie two members of your Committee, who
are practical printers, that the sum of $40,000 is a very low
estimate for the whole work. The above amount includes
the binding and printing of all matter which may be ordered
by the General Assembly, except the binding of the laws in
sheep ; this particular item is doue under the superintend-
ence of the Librarian by a special appropriation for this pur-
pose.
