general counsel, and secretary treasurer In Prince
George's County, the parks and recreation director
and planning director are appointed by the county
planning board In Montgomery County, the plan

The Northeast Maryland Waste Disposal
Authority was established as a public corporation in
1980 (Chapter 871,Acts of 1980) By coordinating
efforts and finding financing, it assists participating
political subdivisions of Maryland, other public
entities, and the private sector in providing ade
quate waste disposal facilities The Authority also
helps with facilities to generate energy from fuels
that are derived from or are otherwise related to
waste disposal Participating jurisdictions are Anne
Arundel County, Baltimore City, Baltimore
County, Harford County, and Montgomery
County Basically self supporting, the Authority
receives minor appropriations from participating
local governments, but no State funds
The Authority has six members Five are ap
pointed b) the Go\ ernor to four year terms One
serves ex officio (Code Natural Resources Article,
sees 3 901 through 3 929)

The Regional Education Sen ice Agcnc} ofAp
palachian Maryland (RESA) works to raise the
educational level of residents in Appalachian Marv
land (Allegany, Garrett and Washington counties)
The Agency originated in 1967 as the Educational
Subcommittee of the Appalachian Regional Corn
mission A formal organization b\ 1970, it became
a separate administrative unit of government in
1973, authorized bv statute and b\ the Attorney
General's approval of a joint agreement b\ the eight
member institutions (Chapter 533, Acts of 1973)
The Agency fosters cooperation among educa
tional institutions and organizations and establishes
goals, policies, and procedures for regional educa
tion projects, which it plans, coordinates, and im
plements It promotes the improvement of
educational, scientific and litcran facilities and pro
grams for participating schools To the Governor,
the Agency provides technical assistance and rec
ommendations concerning education's role in de
velopmg the region These recommendanons are the basis
for education programs funded b) the Appalachian rl
gional Commission through the Department ofHousing
and Community Development
The Agency helps member institutions idcntih
needs that could be met bv regional programs or
services It also helps develop, implement, renew
and evaluate mteragency and institutional pro]ects
For Allegany Counn, member institutions in
elude Allegany Community College, Prostburg
State University, and the Allegany County Board of
Education For Garrett County, thc\ are Garrett
Community College and the darrett County Board
of Education Washington County is represented
by Hagerstown Junior College and the Wishmgton
County Board of Education The University of
Maryland System also is a member
The Agency's Board of Directors consists of the
chief executives of the eight signatory members
Operations and programs of the Agency are sup
ported by budget allocations of the member msti
tutions and from grants and contracts with local,
State and federal agencies
