The Governor's Task Force on Community Health
Networks was established in July 1994 (Executive
Order 01 01 1994 17) The Task Force studied the
impact and growth of community health networks
in Maryland The Task Force was to assess the
impact of networks on the delivery of health care,
the quality of care, and the financial stability of the
health care system in the State
The Task Force submitted an interim report to the
Governor on December 1,1994, and its final report
on December 15, 1995

At the request of the General Assembly, the Gov-
ernor established the Task Force on Dual Office
Holding by Public Employees in November 1995
(Joint Resolution no 7, Acts of 1995) The Task
Force was to determine whether changes were
needed in the Maryland Constitution (Article III,
sees 11, 17), and the Maryland Declaration of
Rights (Articles 33, 35) Under then provisions
certain public employees who hold an "office of
profit" or an "office of trust" are prohibited from
holding another public office The legal distinction
between an office of trust and an office of profit,
however, is difficult to make at times and has
created inconsistencies in law and practice The
Task Force submitted its final report to the Gover
nor and General Assembly on December 15,1995
GOVERNOR'S ENERGY TASK FORCE
In December 1992, the Task Force submitted a
final report, Strategic Energy Plan for Maryland In
accordance with Task Force recommendations, the
General Assembly enacted and the Governor signed
several bills in 1993 These included Chapters 338,
603, 269, and 270, Acts of 1993 In 1993, the
General Assembly also adopted Joint Resolution
no 5 on Maryland Energy Policy
The Governor asked members to further develop,
implement and monitor Task force rccommenda
tions In December 1994, the Task Force con
eluded its work
