Personnel. After the Commissioners of the State
Accident Fund became an independent agency in
1988, the State Employees Risk Management Ad-
ministration was formed under it. The Administra-
tion was established in August 1989 by the
Governor (Executive Order 01.01.1989.15).
Through the Administration, the Injured Workers'
Insurance Fund plans, designs, implements, controls,
and evaluates the provisions of the Governor's hxecu-
tive Order concerned with reducing the risks of occu-
pational injuries for State employees. The
Administration is aided by the Maryland State Em-
ployees Risk Management Advisory Council.

The Institutional Educator Pay Plan Committee
was formed in 1993 (Chapter 272, Acts of 1993).
Every three years the Committee sets a statewide
pay scale that eliminates salary inequities for educa-
tors performing the same jobs in institutions such
as prisons, hospitals, and juvenile residential facili-
ties in different local jurisdictions.
The Committee has nine members. Three are ap
pointed to three-year terms by the Governor. Six serve
ex officio (Code Education Article, sec. 6-303.1).
