lated social services to families and children To reduce
costs and improve efficiency, the Commission is to
consider modern court administration In addition, the
Commission will recommend ways to ensure the fair
selection and evaluation of judges, prosecutors, clerks,
and other justice system officials, protect the jury
system and preserve its independence, and adequately
fund the court system and its agencies
On January 18, 1996, an interim report was
submitted to the Governor By December 15,
1996, the Commission will recommend to the
Governor and General Assembly further changes
The Comission has thirty-one members The
Chief Judge of the Court of Appeals appoints twelve
members Eleven are named by the Governor, four by
the Senate President, and four by the House Speaker
Authorization for the Commission ends January 1997

Created m 1976, the Criminal Justice Information
Advisory Board for budgetary and administrative pur-
poses is within the Department of Public Safety and
Correctional Services (Chapter 239, Acts of 1976)
Under the Department, the Central Repository of the
Criminal Justice Information System collects, stores,
and disseminates criminal history record information
Every criminal justice agency must report criminal
history record information to the Repository
The Board advises the Secretary of Pubhc Safety
and Correctional Services and Chief Judge of the

Court of Appeals on the Criminal Justice Informa
non System, monitors the System, and recom
mends procedures for using criminal history record
information in research, evaluation, and analysis of
crime
The Secretary of Public Safety and Correctional
Services and the Chief Judge of the Court of Appeals
adopt rules and regulations tor the Criminal Justice
Information System These govern the collection, re
porting, and release of criminal history record mfor
mation by the courts and other criminal justice
agencies, ensure security tor the System and all criminal
history record information, and control the dissemma
non of such information consistent with federal law
and regulations System rules and regulations specify
how to inspect and challenge cnrrunal history record
information They also regulate the audit of criminal
justice agencies to ensure the accuracy of records and
the legality of their distribution Any person may
mspect his or her own criminal histoi y record informa
non as maintained by a criminal justice agency By
giving written notice, the person ma} challenge the
completeness, content, accuracy, or distribution of
such information and have errors corrected
The Board has eighteen members To three year
terms, ten are appointed by the do\ernor, and three
by the Chief Judge of the Court of Appeals A senator
chosen by the Senate President and a delegate named
by the House Speaker also serve on die Board Three
serve ex officio (Code 1957, Art 27, sees 742 755)
