in accordance with the federal Civil Rights Act of
1957 (sec. 105(c)). Since 1957, the Committee has
advised the U.S. Commission on Civil Rights about
discrimination or denial of the equal protection law
based on race, color, religion, sex, age, disability, or
national origin The Committee also keeps the U.S.
Commission informed about the administration of
justice in Maryland.
Appointed by the U.S. Commission on Civil
Rights, the Committee has thirteen members who
serve two-year terms.

Maryland State Board of Contract Appeals, 1980—
The Maryland State Board of Contract Appeals
was formed in 1980 (Chapter 775, Acts of 1980).
The Board, with expanded jurisdiction, replaced
the Department of Transportation Board of Con-
tract Appeals (Chapter 418. Acts of 1978).
The Maryland State Board of Contract Appeals
adjudicates disputes concerning the formation of State
contracts, except those for procurement of architec-
tural and engineering services. Contract formation
disputes pertain to the qualification of bidders or
offerers and the determination of the successful bidder
or offerer. The Board also adjudicates disputes relating
to a contract that has been entered into by the State,
including disagreements about the performance,
breach, modification, oi tciinmation of a tontiact.
Decisions of the Appeals Board are subject to judicial
review, and any aggrieved party, including a State
agency, may appeal a final decision or any part thereof.
At the request of a party to a proceeding, the Board
may subpoena witnesses and documents and may
compel the testimony of witnesses.

Published opinions of the Board are available at
the Board's offices, Circuit Courts, and through
the Maryland Institute for the Continuing Profes-
sional Education of Lawyers (MICPEL).
With Senate advice and consent, the Governor ap
points the Board's three members to five-year terms. The
chair is named by the Governor (Code State Finance and
Procurement Article, sees. 15-201 through 15-223).

The Commission on the Future of Maryland
Courts was established in 1995 (Chapter 561, Acts of
1995). The Commission is to recommend ways to
coordinate and promote fair and efficient criminal
justice and public safety systems. It will recommend
innovative mechanisms to deal with crimes by juve-
