The Governor's Award Panel was authorized in
1991 with the Innovative Idea Award Program for
State employees (Chapter 459, Acts of 1991) The
Program offers incentives for ideas to save State money,
increase State revenues, improve pubhc services, or
otherwise significantly benefit the State Initially, the
head of a unit of State government awards cash to an
employee with an innovative idea and then submits the
idea to the Governor's Award Panel for review At least
once a year, the Panel notifies the Governor of inno-
vative ideas recommended for additional awards, such
as cash or time off with pay The Panel also must concur
with regulations adopted by the Secretary of Budget
and Management to implement the Program
The Panel's five members are appointed by the
Governor (Code State Personnel and Pensions Ar-
ticle, sees 10 201 through 10-208)
