Position Classification Division. By 1981, it was di-
vided into two units: the Salary and Benefits Division,
and the Position Classification Division. Since 1985, it
has borne its present name. In 1996, it moved to the
Department of Budget and Management.
The Division determines the classification for all
State employee positions under the jurisdiction of the
Secretary of Budget and Management. The Division
analyzes individual positions and systematically main-
tains the classification plan. The Division also main-
tains the State Salary Plan. In addition, the Division
recommends emergency salary actions and develops
salary and benefits data and costs for pay recommen-
dations (Code State Personnel and Pensions Article,
secs. 6-101 through 6-404).

Functions of the Office of Information Technol-
ogy began in 1993 when certain responsibilities for
information technology were assigned to the De-
partment of Budget and Fiscal Planning (Chapter
120, Acts of 1993). The Office of Information
Technology formed within the Department of
Budget and Management in 1996.
The Office oversees three divisions: Financial
Management Information Systems, Planning,
Standards, and Technical Assistance, and Telecom-
munications. The Office is assisted by the State
Information Technology Board.
STATE INFORMATION TECHNOLOGY BOARD

The Governor created the State Information
Technology Board in 1993 (Executive Order
01.01.1993.06). The Board was established by
statute in 1994 (Chapter 493, Acts of 1994). The
Board advises the Chief of Information Technology
on the Master Plan of Information Technology and
such other matters as the Chief may request.
The Board has organized five committees. They
are concerned with information technology as it
affects Business and Economic Development, Citi-
zens' Education and Communications, Education
and Training, Federal, State and Local Govern-
ment, and Health and Medical Services.
The Board consists of twenty-two members. Four-
teen serve ex officio. Seven members are appointed to
three-year terms by the Governor with Senate advice
and consent. One member represents the Maryland
Association of Community Colleges. The Governor
names the chair (Code State Finance and Procure-
ment Article, secs. 3-407 through 3-411).

Financial Management Information Systems
(FMIS) was organized in 1991 to create a new,
high-technology, administrative management sys-
tem for State government. In 1996, it was placed
under the Office of Information Technology.
This division is responsible for computer appli-
cations that manage the system of State govern-
ment purchasing, accounting, payroll, personnel,
and budgeting.

Planning, Standards, and Technical Assistance
started as Information Technology in 1993, when
first the Governor and then the General Assembly
established the position of Chief of Information
Technology to develop policies, procedures, and
standards for statewide information technology
(Executive Order 01.01.1993.06, Chapter 120,
Acts of 1993). The division was reformed under its
current name in 1996.
To assure Maryland's preeminence in informa-
tion technology, Planning, Standards, and Techni-
cal Assistance prepares and updates a statewide
Master Plan of Information Technology.
Appointed by the Governor, the Chief of lnfor-
mation Technology heads this office.

Telecommunications was first the Telecommuni-
cations Division within the Department of General
Services. The Division became the Office of Telecom-
munications Management in 1986, when the General
Assembly expanded Department responsibilities for
telecommunications management to provide guide-
lines and central direction to all State agencies in the
procurement, use, and maintenance of communica-
tion systems. The Office reorganized as Telecommu-
nications in 1990 and joined the Department of
Budget and Management in 1996.
Telecommunications coordinates voice, video,
wireless, data, and other electronic communication
services, including MARCOM, an integrated digital
