The State Council on Cancer Control was
authorized by the Governor in June 1991 (Execu-
tive Order 01.01.1991.22). The Council advises
the Governor on development of a comprehensive
State policy and program to control and reduce the
incidence of cancer. The Council also makes recom-
mendations to promote and coordinate programs
for public education, prevention, and treatment,
and improve access to testing, screening, and treat-
ment. In addition, the Council advises the Gover-
nor on existing and planned cancer programs, and
a public-private partnership to control the inci-
dence of cancer in Maryland.
The Council promotes and guides development of
a comprehensive Cancer Surveillance System that col-
lects data on incidence, diagnostic stage, mortality, and
risk factors; establishes goals and priorities for the
System; and oversees transformation of the Maryland
Cancer Registry into a tool to plan, evaluate, and
target cancer control programs through the Maryland
Cancer Registry Advisory Committee.

Creation of the Maryland Cancer Registry Ad-
visory Committee followed the establishment of the
Maryland Cancer Registry in July 1982. The Com-
mittee advises the State Council on Cancer Control
on the operation of the Registry.
The Registry is an incidence-based electronic
database for demographic as well as cancer diagnos-
tic and treatment information on Maryland resi-
dents, and those nonresidents who are diagnosed
or treated in Maryland (Code Health—General
Article, sec. 18-204). Formerly under the Depart-
ment of the Environment, the Registry was trans-
ferred to the Department of Health and Mental
Hygiene in 1991. Under contractual agreement
with the Department of Health and Mental Hy-
giene, the Registry is operated by the Department
of Epidemiology and Preventive Medicine of the
School of Medicine, University of Maryland at Bal-
timore.

The Governor's Council on the Chesapeake Bay
was formed by the Governor in January 1985 (Execu-
tive Order 01.01.1985.02). The Council advises the
Governor on management of the Bay and surrounding
areas. The Council also promotes interagency coordi-
nation and integration of Bay-related programs.
