Division also enforces laws governing motor fuel
tax and fraud resulting from the sale of motor fuels
and lubricants (Code 1957, Art. 56, secs. 135-157)
Art. 27, secs. 231-233). Within the Division is the
Motor Carrier Safety Program.

BUREAU OF DRUG ENFORCEMENT

Formed in 1990, the Bureau of Drug Enforce-
ment investigates violations of narcotics and dan-
gerous drug laws. The Bureau concentrates on
long-range and covert investigations that attcct
large scale dealers and distributors.

STATE OFFICE OF STRATEGIC DRUG
ENFORCEMENT COORDINATION

The State Office of Strategic Drug Enforcement
Coordination (SOSDEC) develops and recommends
strategies to coordinate State law enforcement efforts
to reduce the supply of and demand for controlled
dangerous substances. The Commander of the Bu-
reau of Drug Enforcement serves as the chairperson
of the Office, which is composed of representatives
from numerous criminal justice agencies and associa-
tions. The Strategy and Program Development Sec-
tion serves as staff to the Office.

The Drug Enforcement Division investigates
violations of the controlled dangerous substance
statutes. The Division includes four Regional En-
forcement Units; the Drug Diversion Unit; the
Major Violator Section; and the Administra-
tive/Evidence and Property Control Secion.

Supporting the activities of the Bureau of Drug
Enforcement Division, the Support Services Divi-
sion is composed of three units: Drug Interdiction;
Asset Seizure; and Training and Education.

The Field Operations Bureau was organized by
1985. The Bureau includes Headquarters support
staff units and seven regional troops of two or more
separate installations. State Police field operations
are conducted through barracks and detachments
located throughout the State.

RESIDENT TROOPER PROGRAM UNIT

Formerly the State Police Local Subdivisions
Section, the Resident Trooper Program Unit pro-
vides police services on contract to local govern-
ments in Maryland. By these agreements, the State
Police assumes responsibility for all or a portion of
a local police force for a county or municipality
(Code 1957, Art. 88B, sec 63). In addition, the
Superintendent of the Maryland State Police ad-
ministers the State Aid for Police Protection Fund
(Code 1957, Art. 15A, secs. 35-39).

EMERGENCY OPERATIONS SECTION

The Emergency Operations Section includes the
Special Tactical Assault Team Element (STATE)
and the Hostage Recovery Team (HRT). These
teams are comprised of personnel skilled in special
tactics to respond to barricade and hostage situ-
ations, sniper incidents, rescue operations, and
other extraordinary occurrences.
Throughout the State, the State Police main-
tains trained K-9 teams. Their primary purpose is to
prevent and detect crime. All teams are trained in
basic police procedures, and some are specially
trained in detecting explosive substances, narcotics,
and firearms. Bloodhounds also are used to search
for lost or fugitive persons.
