SPECIAL ADVISORY COMMITTEE ON ELEVATORS

The Special Advisory Committee on Elevators was
created in 1975 to provide the Commissioner of
Labor and Industry with expertise, knowledge, and
technical data on elevators, dumbwaiters, escalators,
and moving walks (Code 1957, Art. 89, sec. 49B(e)).
The Committee assists the Commissioner in the for-
mulation of regulations and standards for elevators,
dumbwaiters, escalators, and moving walks.
The Commissioner of Labor and Industry ap-
points the Committee's thirteen members who rep-
resent State agencies, elevator contractors, elevator
manufacturers, elevator installers, building own-
ers/managers, and the public.

BOILER & PRESSURE VESSEL
SAFETY INSPECTION

The Boiler and Pressure Vessel Safety Inspection
Unit inspects boilers and pressure vessels used in
commercial establishments, places of public gather-
ing, and apartment buildings with six or more units
(Code 1957, Art. 48, secs. 167-180A). The Unit
ensures the safe operation of those boilers and
pressure vessels by performing periodic inspections
and by close monitoring of all repair work. Any
boiler or pressure vessel to be installed in Maryland
must be built to a standardized nationwide con-
struction code, the American Society of Mechanical
Engineers (ASME) Boiler and Pressure Vessel Code.

The Board of Boiler Rules was established in
1920 (Chapter 676, Acts of 1920). The Board
formulates definitions, rules, and regulations for the
safe construction, use, installation, maintenance,
repair, and inspection of boilers and pressure vessels
for sale or for use in Maryland.
The Board is composed of eight members. Seven
are appointed to four-year terms by the Governor
with the advice of the Secretary of Licensing and
Regulation and Senate advice and consent. Of the
appointed members, one each represents the own-
ers and users of power boilers, the owners and users
of heating boilers, the owners and users of pressure
vessels, the manufacturers or assemblers of boilers
or pressure vessels, and a company licensed to in-
sure boilers or pressure vessels. One must be a
mechanical engineer on the faculty of a recognized
engineering college, and one must be a licensed
professional engineer with boiler or pressure vessel
experience. An eighth member is appointed by the
Secretary to represent consumers. The Commis-

sioner of Labor and Industry serves as an ex officio,
nonvoting member. With the advice of the Secre-
tary, the Governor designates the chairperson.
Authorization for the Board continues until July 1,
2003 (Code 1957, Art. 48, sees. 167-180A).

The Commissioner of Occupational and Profes-
sional Licensing oversees and coordinates fourteen
boards, four commissions, and an investigative unit
within the Division. The Commissioner plans and
directs the daily administrative, fiscal and technical
functions of these agencies and administers all as-
pects of their licensing laws.

The State Board of Architects originated in 1935
as the Board of Examiners and Registration of Archi-
tects (Chapter 309, Acts of 1935). The Board was
renamed as the Maryland Architectural Registration
Board in 1968 (Chapter 463, Acts of 1968). In 1989,
the Board received its present name (Chapter 3, Acts
of 1989). The Board deddes all matters pertaining to
the registration of architects in Maryland. All persons,
corporations, or partnerships seeking to practice ar-
chitecture in the State must submit their qualifications
to the Board or pass its examination before being
registered and licensed to practice.
The Governor appoints the Board's seven mem-
bers to five-year terms with the advice of the Secre-
tary of Licensing and Regulation and with Senate
advice and consent. Five members must be archi-
tects who have engaged in independent practice for
at least ten years. At least three members must be
graduates of approved schools of architecture. Two
members represent the public. The Governor des-
ignates the chairperson. Authorization for the
Board continues until July 1, 2003 (Code Business
Occupations and Professions Article, secs. 3-101
through 3-701).
