institutionalized; and aftercare, the supervision and counseling of minors for a prescribed period of time
upon their release from an institution. The Department also administers community-based residential
programs, and nonresidential and residential services provided by private vendors.

In addition, the Department operates institutional programs for juveniles who pose a risk to public safety.
The Charles H. Hickey, Jr., School, which serves adjudicated delinquents who cannot be served in a less restrictive
setting, provides specialized education and treatment to committed youth. The Department's five detention
facilities provide short-term residential care to juveniles awaiting trial or court disposition. The Department also
licenses private and publicly operated residential programs serving troubled youth.

The Secretary of Juvenile Services is the head of the
Department. Appointed by the Governor with Senate
advice and consent, the Secretary serves at the pleasure
of the Governor. The Secretary serves on the Gover-
nor's Executive Council; the Governor's Subcabinet
for Children, Youth, and Families; the Governor's
Advisory Board for Justice Assistance; the Governor's
Drug and Alcohol Abuse Commission; the Maryland
Juvenile Justice Advisory Council; the State Advisory
Board for Juvenile Services; the State Board of Victim
Services; the State Advisory Council on Alcohol and
Drug Abuse; and the Work Force Investment Board.
Within the Office of the Secretary are units for
capital planning; government relations; community
outreach; fair practices and risk management; plan-
ning, policy, and research; and legal counsel. Under
the Secretary, the Department is organized into three
divisions: Administrative and Program Services; Field
Services; and Residential Services.

STATE ADVISORY BOARD FOR
JUVENILE SERVICES

The State Advisory Board for Juvenile Services
was created in 1966 as the State Advisory Board of
Juvenile Services (Chapter 126, Acts of 1966). In
1987, the Board received its present name (Chapter
290, Acts of 1987). The Board recommends to the
Secretary of Juvenile Services policies and programs
to improve State juvenile services. The Board helps
plan development and use of resources and helps
inform the public of the work of the Department.
The Board consists of eighteen members. Ap-
pointed by the Governor, they represent the Depart-
ment of Juvenile Services, the State Department of
Education, the Department of Health and Mental
Hygiene, the Social Services Administration of the
Department of Human Resources, the Maryland
State Police, the General Assembly, the Judiciary, and
a child welfare agency. Seven are public members. Of
these, three must be between the ages of sixteen and

twenty-five and at least one must have been under
the jurisdiction of the Department of Juvenile Serv-
ices. Members serve three-year terms. The Gover-
nor designates the chairperson (Code 1957, Art.
83C, secs. 2-106 through 2-110).

FEMALE POPULATION TASK FORCE

The Female Population Task Force was created
by the Secretary of Juvenile Services in April 1992.
The Task Force charge was to provide a demo-
graphic profile of young women offenders, and
devise a plan to improve services to them. The plan
was made part of a report issued in September
1993. Currently, the Task Force is monitoring the
implementation of its recommendations.

The Administrative and Program Services Division
originated as the Budget and Management Division
in 1987. It was renamed the Administrative Services
Division in 1990. In 1992, the Administrative Services
Division merged with the Program Services Division,
established in 1989 as the Program Support Services
Division, to form the Administrative and Program
Services Division. The Division oversees program and
administrative services.

Program Services, established in 1989 as the Pro-
gram Support Services Division, became the Program
Services Division in 1990 and received its present
name in 1992. It oversees: Program Monitoring;
Substance Abuse Program Services; Placement and
Expenditure Management; Program and Contract
