MARYLAND ADVISORY COUNCIL ON HISTORIC
PRESERVATION

The Maryland Advisory Council on Historic Pres-
ervation was created in 1985 (Chapter 500, Acts of
1985). The Council is a dispute resolution body It
meets only when the Maryland Historical Trust and
another State unit disagree on how to avoid or mini-
mize adverse effects from State-assisted undertakings
on properties listed in or eligible for listing on the
National Register of Historic Places. State agencies
also may seek the advice of the Council in similar cases
involving a State permit or license.
Comments of the Council are advisory. Final
decisions regarding affected projects rest with the
agency head (Code 1957, Art. 83B, secs. 5-616
through 5-619).
The Council is comprised of seven members. Three
are appointed by the Governor. Of these, two must
have expertise in history, archaeology, or other appro-
priate disciplines relating to historic preservation, and
the third represents the public. Four members serve
ex officio: the Secretary of General Services, the Sec-
retary of Housing and Community Development, the
Secretary of Transportation, and the Director of Plan-
ning. The Secretary of Housing and Community De-
velopment is designated chairperson.

Formed in 1989, the Office of Museum Services is
responsible for the Historical and Cultural Museum
Assistance Program. The Office provides financial and
technical assistance to local jurisdictions and private,
nonprofit organizations for museums (Code 1957,
Art. 83B, secs. 5-701 through 5-705).
The Office also provides administrative over-
sight and coordination for the Division's three mu-
seum properties: Banneker-Douglass Museum of
African-American History and Culture, Jefferson
Patterson Historical Park and Museum, and His-
toric St. Mary's City.

MUSEUM ASSISTANCE REVIEW PANEL

The Museum Assistance Review Panel was cre-
ated in 1990 (Chapter 322, Acts of 1990). The
Panel reviews and recommends to the Secretary of
Housing and Community Development the ap-
proval of grants under the Historical and Cultural
Museum Assistance Program. In reviewing grant
applications that relate to the care of, preservation

of, or access to archival material, the Panel seeks the
advice and recommendations of the State Archivist.
The Panel includes members appointed by the
Secretary of Housing and Community Develop-
ment and three ex officio members (Code 1957,
Art. 83B, secs. 5-701 through 5-705).

The Banneker-Douglass Museum of African-
American Life and History opened to the public in
February 1984 and was renamed as the Banneker-
Douglas Museum of African-American History and
Culture in 1993. The Museum is both an exhibit
facility and a research center for studies in African-
American history and culture.

The Jefferson Patterson Historical Park and Mu-
seum at St. Leonard, Calvert County, opened to the
public in 1984. The Park extends along two and 1/2
miles of shoreline on the Patuxent River and St.
Leonard's Creek. It is located on the 512-acre Point
Farm, which was deeded to the State by Mary
Marvin Breckinridge Patterson in honor of her hus-
band, Jefferson Patterson. Here scientists have
found evidence of prehistoric Indian sites, 10 to 12
million-year-old invertebrate fossils, and remnants
of early European settlements. The Park and Mu-
seum function as an educational, research and rec-
reational facility.

In October 1983, the Governor created this
committee under the Maryland Historical Trust.
The Committee oversees planning for the Jefferson
Patterson Historical Park and Museum and advises
