TELECOMMUNICATIONS ACCESS

Telecommunications Access of Maryland (TAM)
originated in 1988 as the Telecommunications for
Disabled Individuals Program within the Depart-
ment of Human Resources. In 1991, the Program
was renamed and transferred to the Department of
General Services (Chapter 598, Acts of 1991).
In December 1991, Telecommunications Access
began a relay service to convey dual-party tele-
phone messages for individuals with disabilities.
The Maryland Relay Service enables a deaf person to
communicate via a telecommunications device with an
intermediary party who then verbally relays the mes-
sage to a third party. The Service makes telephone use
possible for State residents who are deaf or have
unpaired hearing, speech, vision, or mobility. Admin-

istered by Telecommunications Access of Maryland,
the Service operates 24 hours per day, seven days
per week.

GOVERNOR'S ADVISORY BOARD FOR
TELECOMMUNICATIONS RELAY

The Governor's Advisory Board for Telecommu-
nications Relay originated in 1987 as the Telecommu-
nications for Disabled Individuals Board within the
Department of Human Resources (Chapter 525, Acts
of 1987). The Board was reorganized under its present
name and transferred to the Department of General
Services in 1991 (Chapter 598, Acts of 1991). In
consultation with the Board, the Department of Gen-
eral Services created, implemented, and now main-
tains the Maryland Relay Service.
The Board consists of twelve members ap-
pointed by the Governor, who also designates the
chairperson. Members serve three-year terms
(Code 1957, Art. 41, secs. 6-501 through 6-507).

 

DEFUNCT DEPARTMENTAL AGENCIES

CONSTRUCTION MANAGEMENT &
ASSESSMENT DIVISION

Under Engineering and Construction, the Division
was renamed Construction and Assessment Divi-
sion in 1993, and later that same year became the
Construction Division under Facilities Planning,
Engineering, and Construction.

ENGINEERING & CONSTRUCTION

Abolished as a separate unit under Facilities Man-
agement in 1993. Its subordinate divisions now
report directly to the Assistant Secretary for Facili-
ties Planning, Engineering, and Construction.

FACILITIES MANAGEMENT

Reorganized in 1993 as Facilities Planning, Engi-
neering, and Construction. Its former duty to over-
see government buildings and grounds was
assigned to the Assistant Secretary for Facilities
Operations and Maintenance in 1993.

FISCAL & CONTRACT SERVICES

Under Finance and Administration, reorganized as
the Fiscal Services Division in 1993.

INVENTORY MANAGEMENT DIVISION

Under Services and Logistics, the Division was
renamed the Inventory Standards and Support
Services Division in 1992.

MASTER PLANNING

Formerly under Facilities Management, the unit
was reorganized as the Facilities Master Planning
and Assessment Division in 1993.

MULTI-SERVICE CENTERS DIVISION

Under Facilities Management, the Division was dis-
banded in 1992, and its functions were assigned to

the Annapolis Public Buildings and Grounds Divi-
sion, the Baltimore Public Buildings and Grounds
Division, and the Central North Public Buildings
and Grounds Division.

OFFICE OF CENTRAL SERVICES

In 1991, reorganized as Services and Logistics.

OFFICE OF TELECOMMUNICATIONS
MANAGEMENT

Reorganized in 1991 as State Network Operations,
Technical Resources, and Consultant Services.

PLANNING & PROGRAMS

Formerly under Engineering and Construction,
Planning and Programs was restructured as Master
Planning in 1992 under Facilities Management.

PLANT MANAGEMENT DIVISION

Under Facilities Management, reorganized in 1992
as the Construction Management and Assessment
Division.

PROCUREMENT & CONTRACT MANAGEMENT

Created in 1992 under the Assistant Secretary for
Telecommunications, the unit was reorganized in 1993
as Telecommunications under the Procurement and
Contracting Office of the Assistant Secretary for Serv-
ices and Logistics.

STATE NETWORK OPERATIONS,
TECHNICAL RESOURCES, AND
CONSULTANT SERVICES

Under Telecommunications, functions were reas-
signed in 1992 to Network and Technical Services,
Administrative and Financial Services, Voice and
Customer Services, and Radio Services.
