ENVIRONMENTAL ASSESSMENT PROGRAM

The Environmental Assessment Program manages
Maryland's scientific database for water quality of the
Chesapeake Bay, its tributaries, rivers, streams, lakes,
and other waters within the State. The Program de-
velops and applies mathematical and other predictive
models as the basis for the Department's water regu-
lations and policy. In addition, the Program assesses
water quality associated with channel dredging in
Baltimore Harbor and Chesapeake Bay

WATER QUALITY MONITORING PROGRAM

The Water Quality Monitoring Program was re-
structured in 1990 under the Water Management
Administration. In 1992, it became part of the
Chesapeake Bay and Watershed Management Ad-
ministration. The Program provides field support,
on-site observations, water quality assessments, and
data for the Chesapeake Bay and Watershed Manage-
ment Administration, the Water Management Ad-
ministration, and other Department programs.

ASBESTOS & INDOOR AIR QUALITY
CONTROL DIVISION

Under the Community Environmental Services
Program of the Air and Radiation Management
Administration, renamed Asbestos Licensing and
Enforcement Division in 1993.

AIR MANAGEMENT ADMINISTRATION

Reorganized in 1992 as the Air and Radiation
Management Administration.

COMMUNITY SEWERAGE PROGRAM

Under the Water Management Administration, re-
organized in 1992 as the Wastewater Discharge
Permit Program.

COMPLIANCE PROGRAM

Formerly under the Sediment and Stormwater Ad-
ministration, the Program in 1992 was reformed as
the Inspection and Compliance Program under the
Water Management Administration.

COUNCIL ON TOXIC SUBSTANCES

Inactive since 1992.

EMERGENCY RESPONSE PROGRAM

Under the Waste Management Administration, re-
organized in 1992 as the Environmental Response
and Restoration Program.

ENFORCEMENT PROGRAM

Formerly under the Hazardous and Solid Waste
Management Administration, functions of the Pro-
gram were reassigned in 1992 to the enforcement
units of the Solid Waste Program, Hazardous Waste
Program, and Oil Control Program within the
Waste Management Administration.

FACILITY INSPECTION DIVISION

Formerly under the Water Supply Program, the
Division was renamed in 1993 as the Surveillance
and Technical Assistance Division under the Public
Drinking Water Program of the Water Management
Administration.

FEDERAL FACILITIES DIVISION

Within the Waste Management Administration, the
Division was renamed the Regulations and

Authorization Division of the Hazardous Waste
Program in 1993.

HAZARDOUS & SOLID WASTE
MANAGEMENT ADMINISTRATION

Reorganized in 1992 as the Waste Management
Administration.

HAZARDOUS MATERIALS
TRANSPORTATION DIVISION

Formerly under the Hazardous Waste Program,
functions of the Division in 1992 were delegated to
the Hazardous Materials Transportation Section of
the Environmental Response and Restoration Pro-
gram of the Waste Management Administration.

INDUSTRIAL DISCHARGE INSPECTION &
ENFORCEMENT DIVISION

In 1993, renamed the Industrial Permits Division
under the Wastewater Discharge Permit Program of
the Water Management Administration.

INDUSTRIAL DISCHARGE PROGRAM

Under the Waste Management Administration, re-
formed as the Oil Control Program in 1992.

INTERAGENCY NOISE CONTROL COMMITTEE

Inactive since 1990.

LEAKING UNDERGROUND STORAGE
TANKS (LUST) DIVISION

Within the Waste Management Administration, Di-
vision functions were assigned to the Compliance
and Remediation Division of the Oil Control Pro-
gram in 1993.

MUNICIPAL DISCHARGE DIVISION

In 1993, renamed the Surface Discharge Permits Di-
vision under the Wastewater Discharge Permit Pro-
gram of the Water Management Administration.

NONPOINT SOURCE (NPS) COMPLIANCE
REGION 1 DIVISION

In 1993, renamed the Central Inspection Division
under the Inspection and Compliance Program of
the Water Management Administration.
