The Chesapeake Bay Communications Coordi-
nating Office was created by the Governor in No-
vember 1988 to promote public education and
citizen involvement in the restoration of
Chesapeake Bay (Executive Order 01.01.1988.16).
To increase cooperation and reduce duplication of
programs and materials used to teach people about
the Bay, the Office coordinates Bay-related work of
State government agencies.
The Office organizes a variety of education pro-
grams, including the State's Party on the Bay cele-
bration each August, and raises funds from the
private sector in order to sponsor educational, Bay-
related events and activities. The annual
Chesapeake Bay Bridge Walk held each May is
coordinated by the Office, as is an annual volunteer
cleanup day, Give a Day for the Bay. The Office
developed and now markets the State's license plate
campaign—Treasure the Chesapeake. The Office also
produces the State's annual report on progress
made in the Bay restoration.
Appointed by the Governor, the Director chairs
the Communications Subcommittee of the
Chesapeake Bay Program.

Annual Report to Governor due Oct. 1.

The Governor's Subcabinet for Children, Youth,
and Families was formed by the Governor in 1987
as the Subcabinet for Children and Youth. It re-
ceived its present name in 1990. Established by
statute in 1993, the Subcabinet examines and works
to improve the structure and organization of Mary-
land's system of services to children, youth, and
families (Chapter 556, Acts of 1993; Code 1957.
Art. 49D, sec. 4.1).
The Special Secretary for Children, Youth, and
Families chairs the Subcabinet. The Office for Chil-
dren, Youth, and Families serves as staff to the
Subcabinet.

The Implementation Committee, also known as
the House Bill 1055/Senate Bill 588 Implementa-
tion Committee was formed by the Governor's
Subcabinet for Children, Youth, and Families in
1993. The Committee is to implement a plan to end
placement of children with special needs outside
Maryland. The plan was called for in House Bill
1055 and Senate Bill 588 which were enacted in
1992 (Chapter 264, Acts of 1992).
