MARYLAND OFFICE FOR THE
BICENTENNIAL OF THE U.S. CONSTITUTION

Formerly under the State Archives, the Office is
expected to cease operations as of July 1,1991.

EARLY CHILDHOOD DEVELOPMENT
COUNCIL

In 1990, duties of the Council were assumed by the
Interagency Advisory Council on Early Childhood
Development and Education within the State Depart-
ment of Education (Chapter 405, Acts of 1990).

STATE BOARD FOR COMMUNITY COLLEGES

In 1991, the Board was abolished and its functions
were transferred to the Maryland Higher Education
Commission (Senate Bill 211, Acts of 1991).

At the request of the General Assembly the Maryland
Higher Education Commission and the State Board
of Nursing established the Task Force on Educational
Mobility in 1989 (Chapter 603, Acts of 1989). The
Task Force investigated the feasibility of creating a
licensed practical nursing component within associate
degree nursing programs; awarding advanced stand-
ing to unlicensed nursing care providers in college-
based licensed practical nursing programs; and
establishing a program to assess and address any
educational deficiencies of unlicensed care providers
to enable them to enter licensed practical nurse or
registered nurse education programs.

The Task Force submitted to the General Assembly a
Phase I report on November 15, 1989, and a Phase
n report on September 1,1990.

ENERGY OVERCHARGE RESTITUTION
TRUST FUND BOARD OF TRUSTEES

In 1989, the Board was abolished and responsibility
for administering the Energy Overcharge Restitution
Trust Fund was transferred from the Comptroller of
the Treasury to the Department of Budget and Fiscal
Planning (Chapter 526, Acts of 1989). In 1991, those
duties were assigned to the Maryland Energy Ad-
minisration (House Bill 217, Acts of 1991).

GUARDIANSHIP ADVISORY BOARD

The Board, under the Office on Aging, has been
inactive since 1988.

JUVENILE SERVICES AGENCY

Restructured in 1989 as the Department of
Juvenile Services (Chapter 539, Acts of 1989).

Originally established by the Governor in August
1989, the Maryland Underground Storage Tank Task
Force submitted a report in January 1990 and was
reconvened as a body by Chapter 70, Acts of 1990.

The Task Force charge was to evaluate methods for
owners and operators of underground fuel storage
tanks to meet the financial assurance requirement of
the federal Environmental Protection Agency The
Task Force studied financial assurance programs of
other states and determine the need for and feasibility
of a similar program for Maryland. The availability and
affordabiliry ofLunuiicrdal insurance and other finan-
cial assurance mechanisms for small owners and
operators, such as marinas, also evaluated. In addition,
the Task Force determined how many underground
storage tanks in Maryland are subject to financial
assurance requirements and what resources are avail-
able for upgrading or replacing tanks.
The Task Force submitted its report to the
Governor and General Assembly in January 1991.
