Created in 1990, the Division of Facilities Main-
tenance maintains Department facilities, including
those of the Maryland State Police, Patuxent Institu-
tion, the Police and Correctional Training Commis-
sions, and institutions of the Division of Correction.

The Division of Research and Statistics was or-
ganized in 1981. The Division develops, maintains
and monitors statistics; develops data bases for re-
search; and reviews, develops, and provides technical
assistance for information systems. Evaluations and
impact assessments also are provided by the Division.

The Assistant Secretary oversees the Divisions of
Personnel Services and Audits and Compliance, as
well as the Commission on Correctional Standards,
the Criminal Injuries Compensation Board, the
Emergency Number Systems Board, the Handgun
Permit Review Board, the Inmate Grievance Office,
and the Sundry Claims Board.

The Commission on Correctional Standards was
formed in 1980 to improve standards for correctional
facilities and programs and to ensure compliance with
standards for the public health, safety and welfare
(Chapter 535, Acts of 1980). The Commission ad-
vises the Secretary on standards for State and local
correctional facilities; provides technical assistance to
jurisdictions; audits facilities to determine compliance
with correctional standards; and determines schedules
for remedial action of jurisdictions in noncompliance

with standards. After a public hearing, the Commis-
sion may order the dosing of a correctional facility
determined to be in noncompliance with estab-
lished standards. The Commission also reviews and
acts on appeals of staff audit reports.
To make State and national standards compatible,
the Commission consults and coordinates with na-
tional agendes promulgating correctional standards.
The Commission also may consult and cooperate with
other State agendes and local jurisdictions on correc-
tional standards and may establish advisory boards.
The Commission has eleven members. Eight are
appointed for three-year terms by the Governor with
Senate advice and consent. They include two
Maryland dtizens not directly employed in the field of
corrections, one official or employee of the Commis-
sion on Accreditation for Corrections or a similar
national correctional accreditation organization, one
local elected offidaL, two State government correc-
tional personnel, and two local government correc-
tional personnel. Three members serve ex ofGdo: the
Attorney General, the Secretary of General Services,
and the Secretary of Budget and Fiscal Planning. With
the approval of the Secretary of Public Safety and
Correctional Services, the Commission appoints the
Executive Director (Code 1957, Art. 41, sec. 4-401).

Instituted in 1968, the Criminal Injuries Compen-
sation Board assists victims of crime (Chapter 455,
Acts of 1968). The Board administers a compensation
program for innocent persons suffering physical injury
or death as a result of criminal acts or in their efforts
to prevent crime or apprehend persons committing or
attempting to commit crimes. The Board maintains an
office and staff to investigate and hear daims for
awards filed with the Board.
The Board has five members appointed for five-year
terms by the Secretary ofPublic Safety and Correction-
al Services with the Governor's approval and Senate
advice and consent. No more than four members may
belong to the same political party One member must
have been admitted to the practice of law in Maryland
not less than five years prior to appointment. With the
approval of the Governor, the Secretary designates the
chairperson. The Board appoints the Executive Direc-
tor with the approval of the Secretary ofPublic Safety
and Correctional Services (Code 1957, Art. 26A).
