The Community Services Administration began
as the Maryland Office of Economic Opportunity
created by Executive Order in 1964. The Office was
established by statute in 1965 (Chapter 306, Acts
of 1965) and renamed the Maryland Office of Com-
munity Services in 1979 (Chapter 50, Acts of
1979). By Executive Order, the Community
Programs Administration was merged in 1982 with
the Office. The Office became the Community Ser-
vices Administration in 1984 (Chapter 196, Acts of
1984).
The Community Services Administration serves
the poor, disadvantaged, and others in need.
Programs include adult services, energy assistance,
and services to women in crisis. The Administration
also coordinates and provides technical support to
commissions and special programs (Code 1957,
Art. 41, sees. 6-201 through 6-204).
The Administration works through seven
programs: Adult Services; Maryland Energy As-
sistance; Temporary Emergency Food Assis-
tance; Homeless Services; Legal Services;
Refugee Affairs; and Women's Services. Three
boards also are overseen by the Administration:
the Maryland Commission for Women; the
Governor's Commission on Migratory and
Seasonal Farm Labor; and the Governor's Com-
mission on Hispanic Affairs.

The Office of Adult Services includes Social Ser-
vices to Adults, Adult Protective Services, In-Home
Aide Services, Certified Adult Residential Environ-
ment Program, and the Respite Care Program.
These programs provide a variety of social services
to help vulnerable or elderly citizens strengthen
family and community ties and enable them to live
in the community.
ADULT PROTECTIVE SERVICES

Adult Protective Services serves persons aged 18
or over who lack the physical or mental capacity to
provide for their daily needs. The program works to
prevent or remedy neglect, self-neglect, abuse, or
exploitation of adults who are unable to protect

their own interests and are at risk of immediate harm
to their own person or to others. The program's
professional services protect the health, safety, and
welfare of endangered, vulnerable adults.
Local departments of social services are the
guardians of last resort for vulnerable persons aged
18 to 65. The Office on Aging and area aging
agencies serve as the guardians of last resort for
vulnerable persons aged 65 or older.

ENVIRONMENT PROGRAM

The Certified Adult Residential Environment
Program was established within the Social Services
Administration in 1986 (Chapter 626, Acts of
1986). The Program houses and serves adults who,
because of disability require a supportive housing
arrangement to reside in the community
The Program develops, certifies, and monitors
"care" housing and provides for case management
to disabled individuals who reside in that housing.
The Program also arranges supportive services for
disabled people in "care" housing.

The Advisory Board for the Certified Adult
Residential Environment Program consists of seven
members. Three, including two legislators, are ap-
pointed by the Governor. The other four members
are designated respectively by the Secretary of
Human Resources, the Secretary of Health and
Mental Hygiene, the State Siipcrint-enrlenr of
Schools, and the Director on Aging (Code 1957,
Art. 88A, sees. 138-143).
RESPITE CARE PROGRAM

The Respite Care Program provides temporary
short-term care to disabled or elderly persons who
normally are taken care of by family members. The
Program allows family caregivers an interval for rest
and renewal.
