The Medical Assistance Advisory Committee
was created for the Medical Assistance (Medicaid)
Program by the Secretary of Health and Mental
Hygiene in accordance with the federal Social
Security Act (sec. 1902A(22)). The Committee
advises and consults with the Deputy Secretary for
Health Care Policy, Finance, and Regulation.
Composed of health care providers and con-
sumers, the Committee is appointed for three-year
terms by the Secretary of Health and Mental
Hygiene. Members serve on one of several subcom-
mittees, which review pending legislation, Five-Year
Plan objectives, or special programs.

The Policy and Health Statistics Administration
originated in 1984 as the Office of Policy Analysis
and Program Evaluation. It was renamed and reor-
ganized by the Department in 1988. The Ad-
ministration develops and implements priority
projects. The Administration devises initiatives and
conducts technical analyses needed to address
departmental, gubernatorial or legislative concerns.
It analyzes evaluations and statistics for policy
decisions. The Administration works through two
divisions: Health Systems Analysis, and Project
Planning and Coordination.

MANDATED HEALTH INSURANCE BENEFITS

Appointed by Governor: Nelson J. Sabarini, Secretary
of Health & Mental Hygiene; John A. Donaho,
State Insurance Commissioner.

vacancy.

The Interdepartmental Committee on Man-
dated Health Insurance Benefits was formed in
1990 (Chapter 417, Acts of 1990). At the request
of the Governor or the Legislative Policy Commit-
tee of the General Assembly, the Interdepartmental

Committee evaluates legislative proposals or
statutes that establish, expand, or repeal mandated
health insurance benefits, nondiscrimination
provisions, or provisions relating to beneficiaries or
length of coverage.
The Committee has seven members. Three are
members of the executive branch appointed by the
Governor. Two are senators designated by the Senate
President, and two are delegates designated by the
House Speaker (Code 1957, Art. 48A, sec. 490M).

DIVISION OF HEALTH SYSTEMS ANALYSIS

The Division of Health Systems Analysis analyzes
statistics on issues that pertain to health care financing
and regulation and creates and maintains data bases
on such issues. The Division also provides reporting
system support for other Department agendes.

DIVISION OF PROJECT PLANNING &
COORDINATION

The Division of Project Planning and Coordina-
tion develops and implements special projects;
analyzes the economic effects of proposed changes
in health care benefits and financing; and writes
position statements for State and federal legislation.
The Division also provides staff for the Inter-
departmental Committee on Mandated Health In-
surance Benefits and its expert panels.

MEDICAL CARE COMPLIANCE
ADMINISTRATION

By developing and implementing procedures to
monitor and control the delivery of health care
services, the Medical Care Compliance Administra-
tion assures that Medicaid benefits are effectively
used. The Administration designs computer ap-
plications to detect aberrant practices, administers
systems to preauthorize costly and abused services,
and investigates and refers fraudulent activities for
prosecution. By recovering reimbursements from
all liable third parties, the Administration also en-
sures that Medicaid is the payor of last resort.
The Administration is organized into five
divisions: Acute Care Services, Long-Term Care,
Medical Assistance Recoveries, Utilization and
Eligibility Review, and Adjunct Services.
