The Deputy Secretary for Health Care Policy
Bnancc, and Regulation oversees the principal health
regulatory functions of the Department and provides
leadership and guidance for the Department's financ-
ing, regulatory and licensing programs. This entails
oversight of regulatory functions of the State Health
Services Cost Review Commission and the State
Health Resources Planning Commission; compliance
with regulations and standards of the Medical Care
Compliance Administration and the Licensing and
Certification Administration; payments for services
through the Medical Care Operations Administration;
and financing and policy of the Medical Care Policy
Administration.
With the assistance of the Policy and Health
Statistics Administration, the Deputy Secretary
develops recommendations for the Secretary of
Health and Mental Hygiene to modify and shape
the role of the Department. The Deputy Secretary
helps define health problems, evaluates Depart-
ment programs, and develops data on federal and
other external trends so as to advise the Secretary
on program emphasis and Department direction.
Under the Deputy Secretary are five administra-
tions: Policy and Health Statistics; Medical Care
Compliance; Medical Care Operations; Medical
Care Policy; and Licensing and Certification. The
Office of Boards and Commissions Programs and
the State Board of Physician Quality Assurance also
are overseen by the Deputy Secretary.
The Deputy Secretary plans, directs, and
evaluates the State/federal Medical Assistance Pro-
gram. The Deputy Secretary is aided by the Medical
Assistance Advisory Committee.
The Medical Assistance Program, known as
Medicaid, provides access to health care for
categorically and medically needy residents
throughout Maryland. Health care includes hospi-
tal inpatient and outpatient services, laboratory and
X-ray services, nursing facility services, physician
services, and home health care. Additional licalth
care is available as indicated in the Medical Assis-
tance State Plan. The Program is implemented by
the Medical Care Compliance Administration, the
Medical Care Operations Administration, and the
Medical Care Policy Administration.
Health care expenses of the Program are federal-
ly matched on a 50/50 basis for approximately 90
percent of the recipients. For the remaining 10
percent, Program services are funded totally by

The Office of Administration and Finance oversees
management systems, logistical support systems, and
financial procedures for the Deputy Secretary for
Health Care Policy, Finance, and Regulation.
OFFICE OF REGULATIONS COORDINATION

The Office of Regulations Coordination
provides a central clearinghouse for health regula-
tions. Here, regulations are reviewed and revised
(Code 1957, Art. 41, sec. 206(k)). The Office
provides technical assistance to administrative units
of the Department.

The Office of Federal Relations began operation
in February 1988. The Office coordinates the
Department's evaluations of federal legislative,
regulatory and budgetary proposals and transmits
that information to the Governor's Washington,
DC, Office.
