Under the federal Education of the Hand
icapped Act (PL 99 457), funds are allotted for
Maryland to provide early intervention services
statewide for handicapped infants and toddlers,
from birth through two years of age, and their
families In 1988 the State Department of Educa
non was designated by the Governor to administer
the federal early intervention program in Maryland
(Executive Order 01 01 1988 15) In 1990, the
Maryland Infants and Toddlers Program was trans
ferred to the Office for Children, Youth, and
Families (Chapter 419, Acts of 1990)

The Maryland State Interagency Coordinating
Council was established by the Governor for the
Maryland Infants and Toddlers Program in 1988 in
accordance with amendments to the federal Educa
don of the Handicapped Act (PL 99 457, Execu
nve Order 01 01 1988 15) In 1990, the Council
was authorized by statute (Chapter 419, Acts of
1990)
The Council helps develop and implement the
early intervention program and assists with inter
agency agreements and the identification ofresour
ces The Council also serves as an advisory board

The Office for Individuals with Disabilities
originated in 1977 within the Office of the Govcr
nor as the Office for the Coordination of Services
to the Handicapped (Chapter 946, Acts of 1977)
The Office was reorganized in 1984 as the Office for
Handicapped Individuals (Chapter 295, Acts of
1984) It received its present name in 1991 (Senate
Bill 228, Acts of 1991)
