The Chesapeake Executive Council was estab-
lished by the Chesapeake Bay Agreement of 1983
to coordinate the work of restoring and protecting
Chesapeake Bay. In accordance with the 1987 Ches-
apeake Bay Agreement, the Council continues as
the governing body for these efforts. The parties to
the 1987 Agreement are the State of Maryland; the
Commonwealths of Pennsylvania and Virginia; the
District of Columbia; the U.S. Environmental Pro-
tection Agency, representing the federal govern-
ment; and the Chesapeake Bay Commission.

The Council is comprised of the governors of
Maryland, Pennsylvania, and Virginia; the Mayor of
the District of Columbia; the Administrator of the
U.S. Environmental Protection Agency; and the
Chairperson of the Chesapeake Bay Commission.

The Implementation Committee was estab-
lished in 1984 by the Chesapeake Bay Agreement
of 1983. The Committee advises the Chesapeake
Executive Council on implementing the Chesa-
peake Bay Program.

The Committee consists of twenty-nine mem-
bers, appointed by the governors of participating
states and the Mayor of the District of Columbia.

In accordance with the 1987 Chesapeake Bay
Agreement, the Governor appointed the Local
Government Advisory Group on the Chesapeake
Bay Program in April 1988. The Group is to de-
velop a strategy for local government participation
in the program to restore Chesapeake Bay.

The Group has twenty-four members. Mary-
land, Pennsylvania, and Virginia are each repre-
sented by six members appointed by their respective
governors. The District of Columbia is represented
by six members appointed by the Mayor.

COASTAL STATES ORGANIZATION

The Coastal States Organization was formed in
1970 by twenty-two member states, including
Maryland. Presently, the Organization consists of
delegates appointed by the governors of thirty
coastal states and five territories.

The Organization was created to represent the
state governors in ocean and coastal affairs. It is the
states' leading advocate nationwide for sound ma-
rine practice and policy The Organization expresses
the states' shared interests and concerns in interstate
and federal marine resource programs and policies.
It helps coastal states exert leadership in developing
and implementing national coastal policy and re-
solve national coastal issues without interfering in
other state objectives. The Organization provides a
nonpartisan forum for debate, discussion, and res-
olution of national coastal issues and problems. As
an information clearinghouse, it also supplies
coastal research and data analysis to Congress,
member states, the media, and the general public.
