2) the amount of general obligation debt that will
be authorized but unissued during such fiscal year;
3) the capital program plan prepared by the Depart-
ment of Budget and Fiscal Planning for the ensuing
five fiscal years; 4) projections of school construc-
tion and capital improvement needs prepared by the
Interagency Committee on School Construction
for the ensuing five fiscal years; 5) projections of
debt service requirements for the ensuing ten fiscal
years; 6) other factors relevant to the ability of the
State to meet its projected debt service require-
ments for the ensuing five years; 7) criteria estab-
lished or used by recognized bond rating agencies
in judging the quality of State bond issues; 8) other
factors relevant to the marketability of State bonds;
and 9) the effect of additional debt authorizations
on each of the factors enumerated above.
The Committee's estimate is advisory and is not
binding upon the Governor, the Board of Public
Works, or the General Assembly
The Committee consists of four ex officio mem-
bers and one member appointed by the Governor.
The State Treasurer is designated chairperson by
law (Code State Finance and Procurement Article,
secs. 8-104 through 8-116).

The Chesapeake Bay Trust was created in 1985
as a nonprofit organization (Chapter 789, Acts of
1985). The Trust promotes pubUc awareness and

participation in restoring and protecting the water
quality and the aquatic and land resources of Ches-
apeake Bay. For these purposes, the Trust solicits
and accepts gifts, grants, legacies, or endowments
of money from federal, State or local government,
or from private sources. These contributions are
distributed to nonprofit organizations, community
associations, civic groups, schools, or public agen-
cies for citizen involvement projects.
Activities that may qualify for funding include,
but are not limited to, projects which: 1) preserve
water quality and habitat; 2) restore aquatic and
land resources; 3) produce educational materials;
4) provide educational scholarships or training; and
5) promote conservation programs. The Trust may
not consider activities that advocate a political can-
didate or a political solution. The Trust also devel-
ops projects for sponsorship by corporate and
business organizations or by individuals.
The Trust is governed by a fifteen-member
Board of Trustees. Ten members are appointed by
the Governor to represent the interests of local
government, education, business, environmental
conservation, and the public; they serve four-year
terms. Five members serve ex officio: the President
of the Senate, Speaker of the House of Delegates,
Secretary of Agriculture, Secretary of the Environ-
ment, and Secretary of Natural Resources, or their
designees. Authorization for the Trust continues
until July 1,1989 (Code Natural Resources Article,
secs. 8-1901 through 8-1910).
