The Governor's Special Committee on the Vehi-
cle Emissions Inspection Program was appointed
by the Governor in August 1987. The Committee
examined the State's options for a vehicle emissions
inspection program and submitted its recommen-
dations to the Governor in November 1987.

CANE LAW

At the request of the General Assembly, the Task
Force to Study the White Cane Law was created by
the Governor in July 1987 (Joint Resolution no. 5,
Acts of 1986). The Task Force collected and exam-
ined data on administration and enforcement of the
"White Cane Law" (Code 1957, Art. 30, sec. 33).
The White Cane Law addresses the rights of blind
or visually handicapped persons with regard to
employment, public accommodations, and hous-
ing.

The Task Force conducted a needs assessment to
determine whether the White Cane Law should be
revised to include the private sector or enforced in
a different manner to protect the rights of the blind
or sight impaired. In December 1987, the Task
Force reported its recommendations to the Gover-
nor and General Assembly.
