At the request of the General Assembly, the
Governor established the Comprehensive Trauma
Rehabilitation Services Coordinating Council in
August 1987 (Joint Resolution no. 6, Acts of
1987). The Council was created to develop a com-
prehensive rehabilitation services program for indi-
viduals who have suffered traumatic injuries. The
Council also will devise funding methods and help
outline a public agenda to coordinate trauma reha-
bilitation efforts in the State.

The Council submitted a preliminary report in
July 1988.

TRUCK SAFETY TASK FORCE

At the request of the General Assembly, the
Governor created the Truck Safety Task Force in
September 1987 (Joint Resolution no. 17, Acts of
1987). The Task Force was established to assess
highway safety in the State, focusing particularly on
issues related to truck operation.

The Task Force on Uniform Procedures for
Motor Carriers was created by the Governor in June
1986. The Task Force studies existing State laws,
regulations, policies, and practices regarding the
taxation, registration and administrative regulation
of heavy trucks and buses. The Task Force will
develop simpler, more uniform procedures within
the State and with other states. While reducing the
regulatory burden on motor carriers, these proce-
dures are to ensure that safety is not compromised
and that operators of commercial vehicles pay their
fair share of highway user costs.

The Task Force submitted reports in July 1987
and July 1988.

VIETNAM AND DISABLED
VETERAN'S BUSINESS RESOURCE
COUNCIL

At the request of the General Assembly, the
Governor created the Vietnam and Disabled
\%teran's Business Resource Council in January
1984 (Joint Resolution no. 4, Acts of 1983). The
Council helps businesses owned by Vietnam and
disabled veterans to obtain financial aid and con-
tracts from federal, State and local government.

The Council includes representatives appointed
by the Governor from veterans organizations, the
Vietnam Veterans Foundation, and the Disabled
American Veterans Association. With the
Governor's approval, the Secretary of Economic
and Employment Development also appoints rep-
resentatives to serve on the Council from the bank-
ing industry the Small Business Administration,
